HAZOP with LOPA for the Częstochowa CHP Decarbonization Project
As part of the Fortum Częstochowa CHP retrofit project, Lion Safety Consulting provided process safety support for the modernisation of an existing combined heat and power plant. The project was focused on the transition from fossil fuels and mixed fuel operation to a system based on clean biomass.
The scope of work included a comprehensive HAZOP study, detailed LOPA analysis and determination of the required Safety Integrity Level, SIL, for critical safety functions.
The analysis covered hazards associated with the modification of fuel systems, changes in operating philosophy and integration of new or modified process units with existing plant infrastructure. Particular attention was given to the effectiveness of existing and proposed safeguards and to the definition of additional risk reduction measures where required.
This project demonstrates Lion Safety Consulting’s experience in supporting energy transition projects, where fuel conversion, plant retrofit and integration with existing infrastructure require a structured and practical process safety approach.
